What changed: Delta issued a Southern Italy fuel-situation exception policy on October 21, 2026, for customers traveling to, from or through Catania (CTA) and Naples (NAP). The policy covers qualifying tickets issued on or before October 21 for impacted travel from October 21 through October 25, 2026.
Why it matters: The exception gives U.S. and Canadian agencies specific authority to service eligible Delta-issued files without applying the normal change fee or an additional fare when every condition is met. It also creates a limited refund route if Delta cancels the flight and the customer cannot accept an alternative. Without the correct waiver code and PNR documentation, a transaction may not qualify for the exception.
Who is affected: Advisors handling tickets on Delta 006 stock issued by October 21 for travel through CTA or NAP during the covered period. Eligible itineraries include Delta Mainline, Delta Connection, Delta-marketed flights operated by Air France or KLM, and Air France- or KLM-marketed flights operated by Delta. Delta notes that partner policies may differ, so advisors should verify the operating carrier’s rules before changing partner segments.
Financial impact: Delta does not assign a cash value to the policy, but qualifying same-cabin changes can avoid applicable fare differences and change fees. Use cabin-to-cabin waiver code F2C5B. Use R6L2B to waive an applicable change fee or Basic Fare cancellation charge. New travel must originate, and the replacement ticket must be rebooked and reissued, no later than October 28, 2026.
Documentation: Add CHANGES PER SF ITALY 21OCT26 as an OSI in the PNR. Delta says the waiver code should go in the ticket-designator field when available, then the tour-code field, or the first position of the endorsement box if both other fields are occupied.
Refunds: If Delta cancels a covered flight because of the fuel situation and no acceptable alternative is available, the agency may refund a totally unused nonrefundable ticket through normal ARC or BSP processing. Add DL REFUNDED PER SF ITALY 21OCT26 before canceling the itinerary. Previously reissued or partially used tickets—and cases in which the customer asks the advisor to initiate the refund—must use Delta’s travel-agent exception-policy refund form.
Advisor action: Search active 006-ticketed bookings for CTA and NAP travel through October 25. Confirm the issue date, coupon status, marketing and operating carrier, then present eligible rebooking or refund options. Complete qualifying reissues by October 28, enter the required waiver and OSI data exactly, and retain the current Delta policy in the client record.
